To setup the Visor you need to use following settings:

For Platinum and Prism Visors

In Preferences|Connection , add a new config as:
Name=Cellphone (name it what ever you want)
Connection Method=Serial to Modem
Dialing=TouchTone
Volume=Low
Under Details...
Speed=14,400 bps
Country=Other    Important
Flow Ctrl=Off    Important
String=AT&FX4

For Solo and Deluxe Visors

In Preferences|Modem , change your Standard modem settings to:
Modem: Standard
Speed: 14,400
Speaker: Off
Flow Ctl: Off    Important
Country: Other    Important
String: AT&FX4

For All Visors

In Preferences|Network settings, add a new service(name it what ever you want)
and use your ISP user ID and password. Don't forget to
tap details and enter the DNS info (if your ISP needs
this info).
AOL will NOT work in this scenario!
You will need to have another ISP to be able to dial in.
This problem is caused by the way AOL works, not the way the cable or the Handspring works!
Known incompatible ISP's are AOL and Compuserve. This is the same as CardAccess' ThinModem.

One last thing.

Make sure you don't have another modem, like a Thinmodem or Minstrel S, plugged in when you try to use the cable to phone solution
